Regulation Development Committee

Purpose
The Regulation Development Committee reviews federal, state and local regulations related to biosolids management. The Committee develops a positive working relationship with regulators at the local, state and federal levels. The Regulation Development Committee also strives to keep NBMA members informed about regulation changes and guidance documents that may affect how agencies manage their biosolids.

Activities of this Committee usually take the form of comments made on proposed regulations. Committee members also serve on other committees and groups outside the NBMA to keep abreast of regulations and guidance. The Committee has recently commented and/or encouraged member comment on the following proposed regulations and concepts:

  • Proposed Revisions to 40 CFR 503 Sewage Sludge Use or Disposal Rule
  • WAC 197-11---Potential revisions to Washington's State Environmental Protection Act (SEPA) exemptions
  • 7 CFR Part 205---Proposed National Organic Program
  • 40 CFR Part 122, et al.---Proposed amendments to the NPDES permit application requirements for publicly owned treatment works
  • Washington State's proposed biosolids rule and permitting structure
  • Environmental Protection Agency's desire to streamline the national biosolids program
  • 40 CFR Part 761---Remediation waste classification due to presence of PCBs
  • 7 CFR Part 335---Introduction of non-indigenous organisms
  • 40 CFR Part 503---Proposed changes

The Committee has also recently:

  • Developed a Code of Good Practice for biosolids management
  • Provided guidance on the development of a Training Manual by Oregon State University
  • Identified roles and responsibilities of federal, state and local regulatory agencies in biosolids regulation
  • Invited NBMA members to participate in the 2001 Volunteer Dioxin Survey.
